On Thursday at around 7:20 p.m., a 911 caller reported someone asleep in the driver’s seat of a vehicle parked on the street in the 300 block of Chambers Avenue.
After speaking with the person in the driver’s seat, police officers believed his ability to operate a motor vehicle was impaired by drugs.
He was arrested and transported to the Police Services Building to be evaluated by a Drug Recognition Expert. Police said the evaluation confirmed the accused was impaired by drugs.
Richard Seaman, 45, is charged with:
- Operation While Impaired – Drug and/or Alcohol
- Operation While Impaired – Blood Drug Concentration
The accused was released on an appearance notice and is scheduled to appear in court on July 7.
None of the allegations have been tested in court and the accused is considered innocent until proven guilty.
