Under the direction of the Chief Executive Officer the Director of Infrastructure and Capital Development contributes to the overall success of the organization by managing, leading and developing an internal team to support the capital, infrastructure and development needs of the District of Sault Ste. Marie Social Services Administration Board, Sault Ste. Marie Housing Corporation and Social Housing Providers.

Key duties and responsibilities include:
• Develop, implement and audit short- and long-range infrastructure and capital objectives, ensuring alignment with changing community needs and corporate strategic plans.
• Oversee the design, funding, and execution of housing programs and initiatives Collaborate with internal and external stakeholders to execute strategic plans.
• Establish and implement risk mitigation strategies and procedures ensuring sound financial and infrastructure management that support SSMHC capital and operational needs.
• Recommend, for approval, and administer annual budget; ensure budget requests are consistent with the operating objectives while maintaining an optimum cost-benefit relationship and adherence to ministry and corporate policy
• Prepare reports and analyze material for presentation and/or recommendation to the Chief Executive Officer and Board of Directors.
• Lead team in accordance with corporate and local policy; including coaching/counselling, training and development of union and non-union colleagues
• Advocate for policy changes and systemic improvements to address housing insecurity.
• Ensure policies and procedures are accurately followed, as well as adherence to all professional and provincial and federal regulations and requirements.
• Adherence to the Occupational Health and Safety Act, local policies and practices relating to a healthy workplace.
• Avoid legal challenges by understanding current and proposed legislation; enforcing regulations; recommending new procedures.
• Update job knowledge by participating in educational opportunities; reading professional publications, maintaining personal networks, participating in professional organizations, and ensuring required designation(s) remain up to date.

The successful candidate will possess advanced knowledge of public procurement policies, procedures, and processes, ensuring compliance with regulatory frameworks and best practices. With substantial experience in developing infrastructure and construction estimates, they will be adept at managing budgets and securing project funding. Their expertise will extend to strategic thinking and problem-solving, allowing them to navigate complex challenges effectively. In addition, the candidate will have a strong understanding of the Construction Act and related legislation, which will inform their decision-making and oversight of construction projects. A proven track record of managing construction projects and capital works, combined with a deep understanding of industry standards, will position them to drive successful project outcomes and maintain compliance with relevant regulations.

Additional qualifications for this position include:
• Post-Secondary degree in a related discipline.
• Minimum seven (7) years’ experience managing capital works, construction projects and infrastructure development.
• Experience leading a team of professionals.
• Experience developing or participating in the development of policies and procedures.
• A valid Ontario driver’s license and a vehicle available for use on the job.
• The ability to communicate in both official languages is considered an asset.
