As of Oct. 30, the rules have changed for travel.
Everyone aged 12 and over must be fully vaccinated to board domestic or international flights, and VIA Rail or Rocky Mountaineer trains. However, there is a grace period that runs until Nov. 29 when non-fully vaccinated travellers can show a valid negative COVID-19 molecular (NAAT) test taken within 72 hours of travel.
This type of test can also be used to re-enter Canada if you are within the 72 hours time frame and go across the border to USA.

With NAAT test results in as little as 15 minutes and results valid for 72 hours, travellers can do one test as long as their trip brings them back to their starting point or to their final destination within the allotted timeframe.
