How about the province passes a law like the military. If we subsidize your education then you will go where you're needed for 5 years. If you want to pay for the full amount of your doctorate then you can start anywhere in the province. If you leave Ontario and go to the USA or elsewhere, then you pay back the subsidized portion of your education.

Doctor shortages in Ontario and Canada are the direct result of policies deliberately adopted by provincial governments in the early 1990s.
Despite repeated warnings, that it would lead to a severe doctor shortage within a decade, to train health-care pros, bureaucrats forged ahead.
The Rae government announced it would pay the University of Toronto up to $10 million a year not to produce as many doctors.
There are 800 million new immigrants in Canada with little preparation for their arrival. WE need immigrants but they need available housing, medical services and basic life services upon arriving.
Politicians have caused the doctor shortage. They need to build new medical schools and do it now. They need to pay doctors fairly and doctors who work in small northern communities, double their salaries. They need to buy the medical equipment necessary for hospitals and hire more nurses, technicians and technologists and they need to do it now!
