I'm happy about the shelter existing but I think the powers that be took "low barrier" a little too liberally. By definition low barrier seeks to eliminate or at least lessen barriers standing between a bed at night and those in need of one. At no point ever has "low barrier" been an invite to openly consume drugs on shelter property 24/7 but that is exactly what's happening.
