I wouldnt think the owner is in a strong bargaining position?? Otherwise wouldn't he develope it or do whatever the city is proposing.
I see more hidden hurdles and expenditures arising after the potential purchase.

It is a touchy subject. I find alot less people turn down their high beams now than 20 years ago. But also lights are ridiculously bright now compared to then.
Also, following behind with bright lights....😫
Long story short, either way there is way less respect or consideration for others
