Yes, repeat offenders are supposed to be refused bail. This can only happen when judges are provided with evidence that it is a repeat offence. The problem is neither police nor Crowns putting in the effort to document the previous offences prior to a bail hearing. "We've tried nothing and we're all out of ideas".

City disassociates completely from DIA. Downtown receives similar level of municipal service as the rest of the city moving forward.
