Yes, repeat offenders are supposed to be refused bail. This can only happen when judges are provided with evidence that it is a repeat offence. The problem is neither police nor Crowns putting in the effort to document the previous offences prior to a bail hearing. "We've tried nothing and we're all out of ideas".
