I was thinking the same thing. If a mayor feels that strongly that they would like to use strong mayor powers, I believe it would be logical for that mayor to sell it to the electorate. A long form essay and/or a detailed video that thoughtfully lays out the compelling reasons for the decision. Anything short of a detailed explanation is an insult to the electorate.

Two things can be correct at the same time.
Clearly there is a core group of brazen coyotes that have lost their fear of humans, and furthermore veiw humans in this area as a food source. These coyotes need to be trapped and euthanized.
The remaining pack will still live in the area. Those coyotes need to be managed with ongoing attention to preventing feeding and keeping small pets leashed, and other measures. Hopefully such measures will prevent those coyotes from losing their fear of humans and everyone can live happily ever after.
