The cameras are only to be used to gather evidence and insurance claiming I would assume. Its to prevent people from getting screwed by insurances. Preventing crime?.. hmm i could see it in a missing persons case camera evidence is extremely important in tracing movement.
Its important to know cameras are only useful after something has happened, to think that someone is constantly survalling cameras to persecute every infraction is unrealistic when they dont even respond to calls for service.
